没想到微软竟然在Windows 10 Mobile名存实亡之际又推出了一款新的OTC升级工具“Over-the-cable Updater tool for Windows Phone 8.1 and Windows Mobile 10”，可以通过与Win10 PC连接来进行系统更新。而之前的“Windows Device Recovery Tool”则是一款恢复系统的刷机工具，而不是系统更新工具。
当然，该OTC升级工具主要是面向Win10 Mobile企业市场的，毕竟Windows Phone在企业应用中还是有很大优势的。
